Is your carbon powdered? I have to grind mine up and it seems to sit at the bottom mostly.

Here's my favorite sterilization for seeds in general, it works for a good range of plant species for me.

Seed sterilization
Ingredients:
NADCC 500ppm (500mg/L)
GA3 1000ppm (1000mg/L)
A drop of surfactant
Boiled water

Procedures:
1. Mix up the ingredients with boiled water, place the solution in a sealable and clean container.
2. Package seeds in paper/ coffee-filter envelopes
3. Place seed packets in the sterilization solution. Make sure there is enough liquid to let the packets fully submerged.
4. Use a pair of tweezers to squeeze out air bubbles in the seed packets.
5. Let the seed packets soak for 24 hours.
6. Take out the seed packets and carefully distribute the seeds under sterile environment (i.e. inside a LFH).

Notes:
Only prepare the amount you would need. For best result, prepare new solution each time.
I like using 1/4 MS media for seed germination. Usually if it is successfully, germination would occur within 1-2 months.
GA3 is good for encouraging seed germination, also works as a dormancy breaker for temperate species
